The objective of the contract was to enhance the competences and capacities of the local self government units in the area of public finance management systems and effectively manage the financial aspects of the fiscal decentralisation process. The project aimed to:

  • Strengthen public administration capacities of the municipalities in the area of tax administration
  • Improve municipal administration competence in all phases of the budget cycle management (planning, implementation and execution of the municipal budget)
  • and enhance implementation of proper accounting practices, financial recording and reporting mechanisms
  • Improve the arrangements of control exercises in the use of public funds.
