Kenya initiated a water sector reform in order to improve water services and water resource management. The Ministry of Water and Irrigation was mandated to implement the new legislation and established a Water Sector Reforms Secretariat (WSRS) to steer the sector reform process. Two consultants was contracted to perform a re-organisation and staffing study for the public institutions to be established under the Water Act, taking into consideration their function and organisational design.
