On the assignment of Sida, SIPU International carried out an evaluation of the co-operation programme between the South African Police Service and the Swedish National Police Board over the period 2001-2004. The programme was extensive and covered areas of HRM, capacity building, training methods, police methods etc. The aim was to assess results and to propose future direction also as regards a tripartite co-operation with the Police Authority in Rwanda. The review covered effects and concrete outputs over the period and project costs. The report noted a number of achievements in several of the 25 projects at a total cost of 17 M ZAR. Some shortcomings and problem areas were also identified as well as suggestions for the future co-operation. SIPU had also been involved in an earlier assessment of the programme made 2001.
