The overall objective was the improved quality of life, environmental conditions and increased opportunities to improve rural livelihoods in the Mid- and Far West regions through rational, equitable and sustainable use of water at the village level. The objective was met by means of integrated water resources management. Water was used as means for balanced social and economic development to benefit rural communities.

The project idea was to develop the use of water resources on the basis of comprehensive water use master plans to be prepared for selected priority VDCs, and it would be implemented by local User Committees, with the help of private and public support organizations. Implementation procedures and guidelines established for earlier Plancenter program (RWSSSP, Nepal) would be applied with adequate modification.

For financial administration a water resources development fund was set up in each of the project district. During 2009-2010 the focus of the program is being extended to take more of a watershed protection approach.

The project has been extended into Phase II – 2010-2015, which is also being implemented by FCG International Ltd.
