The objective of the Framework Agreement is to provide Sida with additional expertise in the thematic areas stated below when Sida’s own in-house human resources, for various reasons, are insufficient to effectively deliver on Sida’s mandate. The Framework Agreement is at the disposal of all Sida departments and units as well as Swedish Embassies (UM) listed in the Framework Agreement, in order to acquire services relating to the thematic main- and sub-areas listed below.

• Agriculture Sector Development
− Animal husbandry and pastoralism
− Crop production, processing and storage
− Food security (incl. food safety), nutrition and health, incl the right to food
− Horticulture and NTFP (non-timber forest produce)
− Forestry (incl. REDD, FLEGT)
− Fishery
− Genetic resources (plants and animals)
− Rural poverty and resilience
− Water resources (incl. marine- and freshwater resources, coastal and wetland development
− Gender equality and agriculture
− Global food systems
− Agricultural training/extension and education
− Farming system analysis (incl biodiversity and eco-system services).
− The informal rural economy
• Rural Development
− Entrepreneurship and youth
− Governance and rights of natural resources management (incl. customary rights, land management, tenure rights and investments).
− Infrastructure
− Rural poverty and social inclusion
B Productive Employment and Decent Work
− Job-creation, productivity and incomes (including employment in informal economy, youth employment, public works and labour intensive investment)
− Employment analysis
− Decent working conditions and labour rights, including social dialogue
− Labour Market analysis and informationMediation and functioning of labour markets
C Market Development
• Private Sector Development
− Business environment (reforms)
− Domestic and foreign investment promotion
− Entrepreneurship and Micro, Small and Medium Sized Enterprise (SME) development
− Inclusive finance (incl financial sector reforms)
− Vocational training
− Value chain and market analysis
− Private sector organisations (and advocacy) including NGO’s and farmers organisations
• Trade Policy and Development
− Trade policy consultations, analysis and formulation
− Multilateral, regional and bilateral trade negotiations and implementation (including approximation to EU policies, rules and regulations and regional integration)
− Trade facilitation and customs procedures
− Technical standards, food safety and voluntary standards, including certification
− Export promotion
− Trade finance
− Value-chain development and entry into regional and global value chains
