Strengthening human resource management systems in Novgorod oblast

SIPU International was contracted by Sida in 1997 to assist Novgorod oblast in a project on local democracy and self-government. Phase III of the project, starting 2004, had a focus on strengthening the human resource management system in Novgorod oblast and the municipalities. HR experts and line managers were trained in using modern methods and tools in HR areas, like staff assessment and recruitment.

Communication and co-operation between the oblast and the municipalities has improved as a result of the project. Participants have developed instruments that are now used in practical application in human resource management in the oblast and in the municipalities.
