The assignment is part of the Policy Development and Project Management component of the Land Registration Project being carried out within the Federation of Bosnia-Herzegovina by the Federal Ministry of Justice. The Land Registration Project has three components: 1) Registration component, which will improve the transparency, speed and accuracy of registering transactions, 2) Cadastre component, which will improve the efficiency and speed of providing data on property units for clients wishing to register their property rights 3) Policy Development and Project Management component, which will develop the policies, implementation strategies and draft legislation required for removing the current impediments to business development and economic growth that exist in the land administration sector. The land administration system in Bosnia-Herzegovina has undergone significant modernisation, however there is a need to examine the current legal framework, existing procedures and identify bottlenecks and unwanted constraints on the development of secure and transparent land markets.

The main objectives of the assignment are:
•To conduct a study on public attitudes and market demand for land administration services,
•Develop a strategy for dealing with illegal encroachment, including recommended regulatory changes,
•Develop a strategy for dealing with other issues including privatization, restitution, land planning and development controls and land-related disputes,
The aim is to identify existing problems and suggest solutions and strategies that can be built into future programmes.
