Sipu was assigned to develop Terms of Reference (ToR) as part of the tender documents required for the procurement of training services from suitable training institutions within the urban development field, namely Urban Land Administration, Integrated Urban Planning and Shelter Design and Development, funded and carried out under the Sida auspices. The aim of the services was to develop ToR to suit a new, relevant and up to date training programme suitable for Sida within the Urban Development sector. The assignment also included evaluation of the submitted tenders with recommendations to Sida regarding the award of the contract to the most favourable tender. The ToR were designed to follow the Sida Guidelines, polices and goals developed by Sida/ITP.
