Support to the Ninh Binh Public Administration Reform Programme

The Ninh Binh Public Administration Reform Programme aimed at strengthening commune management and delivery capacity on a pilot basis in ed districts and communes. One of the major outputs of the project was to develop and test new and replicable training modules/ models, and subsequently develop mechanisms for the practical organisation of the training models.
