Technical Support to the Development of a Ten-Year Strategy for the ACSO’s Transformation

The overall objective of the project was to support the ACSO in developing a ten-year strategy for the ACSO’s organizational transformation, including the identification of the ACSO’s organizational needs.

The specific objective of the technical assistance was to offer technical support for the development of a ten-year strategy for the ACSO’s Transformation.

The consultant supported the ACSO in the definition of a long-term strategic transformation plan. This included, but was not limited to, the formulation of a clear vision and mission based on the new mandate outlined in proclamation 1113/2019.

Furthermore, the consultant facilitated the development of clear organizational goals and a strategic plan for how to meet them.

The consultant supported the ACSO in conducting a comprehensive assessment of the ACSO’s needs to accomplish the transformation. This included, among others, the ACSO’s human resource operations and needs, its legal and institutional capacity, financial needs and equipment, its ICT and communication needs, its advocacy needs, etc.

Based on the assessment, possible models/pathways for ACSO’s transformation were designed and compiled, and a support methodology, both to the leadership and to the impacted teams throughout the transformation process, was explicitly proposed in a final 10-year Strategic Transformation Plan.
