The Programme contributed to poverty alleviation in Phong Dien, Huong Thuy and Huong Tra Districts by creating conditions for enhanced economic development.
The programme comprised the following 3 components with respective sub-components:

1. Livelihood services development
a) Agricultural extension service
b) Upland Irrigation
c) Bank credit intermediation
d) Vocational and business training
e) People with disabilities; 

2. Infrastructure systems development, and:

a) Support to Public Administration Reform
b) Human resource development.
