The objectives of the External Review and Evaluation Consultancy (ERET) is to support the Finnish and Tanzanian decision-makers by assessing the relevance, impact, effectiveness, efficiency and sustainability, and in strategic aspects of the Programme; to support the Programme Management Team in the development of Program’s internal monitoring and evaluation system for continuous learning, human resources development and programme management; and to report to the Steering Committee and provide support and recommendations regarding the successful execution and possible improvements of the Programme activities. The ERET is carried out in three phases: 1.) Review a) the inception report recommendations and changes to the work plan and b) the evaluability of the Private Forestry Programme; 2.) Annual Reviews 2015, 2016 and 3.) optional Final evaluation. In 3/2015, the first phase is done and the planing of the second phas is ongoing. ERETs methodology is based on the OECD/DAC evaluation criteria & guidelines, and Human Rights Based and Results based management approaches.
