Health and social care estate

The effects of establishing the wellbeing services counties are now becoming tangible for municipalities – and the next financially significant impacts lie in the health and social care estate. Decisions about municipally owned health and social care buildings can decisively affect a municipality’s vitality. The issue is especially challenging for smaller municipalities dealing with vacant or under-used properties and negotiating leases without sufficient information.

Since 2024, wellbeing services counties have been negotiating new leases and rent levels with municipalities, and the solutions agreed will shape municipal finances for decades. Municipalities need to make decisions on their health and social care estate that secure the financial viability of the property companies being set up. FCG supports municipalities that are balancing assets becoming vacant and helps to build co-operation with the wellbeing services counties. Together with the Association of Finnish Local and Regional Authorities, Senate Properties and municipalities, we run the Municipalities and Properties network project (Kunnat ja kiinteistöt), which helps municipalities manage this major challenge.

Property development

FCG provides evidence-based management of property portfolios. You’ll find all the capability you need under one roof, and our team with deep sector knowledge helps identify the right route for each asset from among the available options.

Needs assessment: Justify the requirement for new or refurbished space, describe the necessary facilities and performance, and assess the cost-effectiveness of alternatives using cost estimates and investment appraisals.

Project definition: Set precise targets for scope, functionality, quality, costs and programme; commission the necessary studies; and determine the procurement route/delivery model.

Design mobilisation: Organise the design process, run any design competitions, conduct the necessary negotiations and appoint the design team.

Design phase: Commence the design – progressing through concept design, scheme design, planning application and detailed design, with defined drawings and specifications.

Construction procurement and supervision: Ensure delivery in line with the contract, an outcome that meets the objectives, and the required readiness for operation and maintenance.

Commissioning and handover: Verify that systems operate as intended and train users.
In use: During the defects liability period, monitor building performance, make adjustments, carry out inspections and remedy any deficiencies.
